Why is gold a lower value than a dollar?

Traditionally, currencies that are stronger than the U.S. dollar have a lower value gold, price where currencies that are lower than the U.S. dollar have a higher prices. While gold is mostly quoted in ounces per U.S. dollar, OTC markets in other countries also offer other weight options.
